Are you a Contractor doing Public Works?
California requires apprentices on all public works projects! The use of apprentices on state and local public works projects is mandatory! Under California Labor Code Section 1777.5  only those apprentices who are registered with a state approved apprenticeship program are eligible to be employed on state or local public works projects. A contractor may not simply label lower paid workers as "apprentices." Apprentice-like classifications, such as "helpers" and "trainees" are not permitted to be employed on a state or local public works project.

    Apprentice Ratio Exemptions:
    There has recently been a change to the Construction Craft Laborer and Operating Engineers apprentice ratio exemption in both Northern and Southern California. http://www.dir.ca.gov/DAS/RatioExemption.htm Note that the EXEMPTION from the one hour apprentice to five hour journeyperson now ONLY applies to contractors who are signatory to the Northern California District Council of Laborers. All others must meet the one to five HOUR ratio.
