DOL GRANTS ABC’S REQUEST TO EXTEND WEATHERIZATION WAGE SURVEY DEADLINE  (07/16/2009)
At ABC’s request, the U.S. Department of Labor’s (DOL) Wage and Hour Division extended until July 31 the deadline for contractors to submit wage data in response to DOL’s prevailing wage survey being conducted for residential weatherization work in 15 targeted states: California, Connecticut, Iowa, Illinois, Maine, Massachusetts, Minnesota, Michigan, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, and Wisconsin.   DOL had originally given contractors nine days in which to respond.   

ABC is urging every member that has performed work that meets the requirements between April 1, 2008 and March 31, 2009 to participate in the survey.   

“The possibility that more and more projects will be subject to prevailing wage requirements is an ongoing concern for ABC and its members,” said 2009 ABC National Chairman Jerry Gorski, president of Gorski Engineering, Inc., Collegeville, Pa.  “Even ABC members who do not participate on federal projects end up needlessly paying more in tax dollars by not completing the survey.  Not only does this contribute to wasteful spending of our tax dollars, it also undermines ABC ability to fight Davis-Bacon prevailing wage issues on behalf of its members.”    

The current survey is the first phase of a three-phase project to determine the prevailing wage rates for the country.  The next two surveys will be conducted between July 20 and Aug. 14.  

Weatherization work that is the subject of these surveys is defined as sealing, repair or replacement of a duct; air sealing; insulation installation, including batt, blown and foam; ventilation work; minor or incidental structural repairs; window and door repairs to include solar film installation, caulking, and weather stripping; tune up or minor repairs to air conditioning, heating, or hot water systems; full replacement of doors and windows; major overhauls, replacement or installation of furnace or cooling systems; electrical work; and plumbing work.  In addition, to qualify all work must be performed on existing residential structures.

In addition, ABC is continuing its efforts to get DOL to change its current methodology for all prevailing surveys in order to make easier for ABC members and merit shop contractors in general to participate.
